Level A Underground Solutions is a subsurface utility engineering (SUE) support contractor based in Garnet Valley, Pennsylvania. From that base our crews cover a five-state Mid-Atlantic footprint: Pennsylvania, New Jersey, Delaware, Maryland, and Southeast New York, plus the District of Columbia.

How geography affects your project

Five states. One subcontractor.

Three things change from state to state, and we plan for each:

  1. One-call and design-ticket rules. Every state in our footprint has its own damage-prevention center and its own rules for design-stage locate requests. We work alongside the one-call marks; we do not replace them. Private utility designating covers what one-call does not: private-side lines, on-campus and in-plant systems, and utilities that public locators mark only to the meter or property line.
  2. Road-opening and restoration requirements. Test holes in a public right-of-way require a permit from the owning agency (a state DOT, a county, or a city) and restoration to that agency’s standard. We’ve coordinated these requirements across the footprint and price restoration to the agency spec, not a generic assumption.
  3. Mobilization. Our crews are based in Garnet Valley, PA. Southeastern PA, Delaware, and South Jersey are same-day territory. Baltimore, North Jersey, and New York are routinely scheduled; multi-day projects there are planned with lodging so a crew stays on site rather than commuting.
