Level A Underground Solutions is headquartered in Garnet Valley, Delaware County, and Pennsylvania is where most of our work happens. Engineering firms, general contractors, utilities, municipalities, and institutions across Southeastern Pennsylvania use us for private utility designating, vacuum-excavated test holes, CCTV inspection, concrete scanning, and leak locating — as a single subcontractor for the subsurface portion of a project rather than three or four separate vendors.

Home territory.

Our home territory is the five-county Philadelphia region — Delaware, Chester, Montgomery, Bucks, and Philadelphia counties — where a crew can be on site the same day when a schedule demands it. We also regularly work in Lancaster County and the Harrisburg/Cumberland County area, and take projects across the rest of the state by arrangement.

Working in Pennsylvania: what to expect

  • PA One Call. Pennsylvania’s Underground Utility Line Protection Law requires a design-stage notification for projects in the planning phase as well as the standard excavation ticket. Our test holes are excavated under a valid PA One Call ticket; our designating work complements the one-call marks by covering private-side and unmarked lines.
  • PennDOT and prevailing wage. Level A is registered in PennDOT’s ECMS (Engineering and Construction Management System) and has performed test-hole and locating work on PennDOT projects. We understand highway-occupancy permit conditions, maintenance-and-protection-of-traffic requirements, and certified-payroll obligations on Pennsylvania prevailing-wage work.
  • Urban Philadelphia work. Congested rights-of-way, Streets Department permits, and older utility records are routine here. We plan test-hole locations against the records and the field designation, not one or the other.
  • Campus and institutional sites. A significant share of our Pennsylvania work is on university, hospital, and research campuses where private utility networks are extensive and poorly documented. Designating the private side before design is the most common reason we are called.

Pennsylvania Project Experience

PECO gas main replacements — Bucks County. Level A provided utility locating in support of PECO’s gas main replacement program in Bucks County, designating existing utilities ahead of installation crews so replacement mains could be routed and excavated safely.

Does Level A work on PennDOT projects?

Yes. Level A is registered in PennDOT’s ECMS and has provided test holes and utility designating on PennDOT projects and on other public work subject to Pennsylvania prevailing wage.

Do I still need to call PA One Call if Level A designates the site?

Yes. PA One Call is a legal requirement for excavation and covers public utility owners’ facilities. Level A’s designating adds the private-side and unmarked utilities that one-call does not cover, and our own excavation is performed under a valid ticket.

How quickly can a crew be on a site in Southeastern Pennsylvania?

Sites in the Philadelphia region are within an hour of our office. Same-day or next-day response is often possible for locating; test-hole work depends on permit and one-call timing.
