Working in Delaware: what to expect
- Miss Utility of Delmarva. Delaware’s one-call center serves Delaware and the Eastern Shore. Excavation, including our test holes, requires a ticket; our designating covers private and unmarked utilities the one-call marks omit.
- DelDOT and county permits. DelDOT owns most Delaware roadways, so test holes in a public right-of-way usually mean a DelDOT utility or road-opening permit. New Castle County separately enforces restoration standards for road openings on county-maintained roads. We have coordinated both and restore to the owning agency’s specification.
- Municipal water and sewer. County and town sewer authorities, and the state’s water utility, generate much of Delaware’s SUE demand: force-main improvements, bypass alignments, and pump-station work where existing pipe depth and position must be confirmed before design.
- Solar and state facilities. Recent Kent County work has included utility clearance for solar development and state facilities in the Dover area.
Delaware Project Experience
County force-main improvement projects — New Castle County. For a county government’s force-main improvement program, Level A provided utility designating and vacuum-excavated test holes along a three-mile alignment, coordinating DelDOT and railroad permit requirements for work in the right-of-way. The county returned for a second project the following year: a one-mile force-main bypass alignment that required more than 40 test holes on a single roadway to confirm existing utility depths.

Who handles the DelDOT permit for test holes in a state road?
Permit responsibility is set in the scope. Level A can coordinate the DelDOT utility permit and the required traffic control alongside the excavation, or work under a permit the engineer or prime contractor already holds.
How far is Level A from Wilmington and Newark?
Our Garnet Valley office is a short drive from both. New Castle County is same-day territory for locating and is routinely scheduled for test holes once permits and one-call tickets are in place.
Does the Delaware one-call mark private utilities?
No. Miss Utility of Delmarva locates member utility owners’ facilities, generally to the service point. Private-side lines, campus networks, and abandoned or unmarked lines are what Level A designates.
